  Right. To you or to anyone else whose address you have given in the
EDITOR keyword of the list header.  Many lists (including mine) use it as
the default setting for new subscribers.  Once people have shown through
their postings that they are responsible list citizens (not spammers, stay
in scope, don't include attachments, etc.) they are individually set to
NOREVIEW.  Non-posters remain at REVIEW but as by definition they never
post it doesn't matter. And of course anyone who later proves to be a
source of trouble (however you define it on your list) can be set to
REVIEW.
