But you could write a small perl script that would do so, and run it at
preset times.  Or at least in UNIX you could do so with crontab.  All
you'd need is two files containing the headers, one that sets the
moderator in charge from 9 till 5, the other removing this moderator.
At 9 crontab sends files no. 1, and at 5 it sends file no. 2.
