I've been unable to 1) change established lists or 2) start a new list.

1. I GET my list header, add the name of the list to Notebook path (and no
other changes), PUT the list (using Redirect in Eudora Pro), and LISTSERV
responds with error message:
---------------------
WARNING: new subscriber data was found in the replacement list you sent,
possibly due to the use of a signature file with an unusual separator line.
If you really meant to update the subscriber data, please resend your
request with the word "PUT" replaced with "PUTALL". For now, only the list
header will be updated.
The following problems have been detected in the list header:
* Owner= <Missing>
Error: The "Owner=" keyword has no default value and may not be omitted.
Please refer to the list keyword documentation (available via the "INFO
KEYWORDS" command) for more information about keyword syntax.
PUT operation rejected, old list remains unchanged.
---------------------------------

* No subscriber data
* No missing owner

GET file:
---------------------------
PUT LSTOWNR-L LIST PW=XXXXXXXX
*
* Listowner discussion
*
* Review= owner Subscription= by owner Send= Public
* Notify= Yes Reply-to= List,Respect Validate= No
* Public Notebook= Yes,/homed/listserv/home/lstownr-archive,Monthly,Public
* Auto-delete= Yes,Semi-Auto,Delay(5),Max(3)
* Owner= [log in to unmask]
* Default-Options= Repro,NoConceal,SubjectHdr
-------------------------------------

PUT file (reply to LISTSERV file, no formatting)
------------------
PUT LSTOWNR-L LIST PW=[pw deleted here]
*
* Listowner discussion
*
* Review= owner Subscription= by owner Send= Public
* Notify= Yes Reply-to= List,Respect Validate= No
* Public Notebook=
Yes,/homed/listserv/home/lstownr-archive/lstownr-l,Monthly,Public
* Auto-delete= Yes,Semi-Auto,Delay(5),Max(3)
* Owner= [log in to unmask]
* Default-Options= Repro,NoConceal,SubjectHdr
========================================

2. I PUT a header for a new list:

-----------------------------------
PUT DCPUG-L.LIST PW=[pw deleted here]
*
* DC-area PalmOS Users Group announcement and discussion
*
* Review= owner Subscription= Public Send= Public
* Notify= Yes Reply-to= List,Respect Validate= No
* Public Notebook=
Yes,/homed/listserv/home/dcpug-archive/dcpug-l,Monthly,Public
* Auto-delete= Yes,Semi-Auto,Delay(5),Max(3)
* Owner= [owner's name deleted here]
* Owner = quiet:
* Owner = [quiet owner name deleted here]
* Default-Options= Repro,NoConceal,SubjectHdr
------------------------------------------

LISTSERV responds with an error mesage that doesn't make sense to me:

Invalid RFC822 address -
Yes,/homed/listserv/home/dcpug-archive/dcpug-l,Monthly,Public. Recipient
ignored.
-> * Auto-delete= Yes,Semi-Auto,Delay(5),Max(3)
Header lines must be grouped at the beginning of the file; they may not be
interspersed with recipients. Note that you will get this message if you
attempt to update a list you had retrieved via the REVIEW command. You must
not do that because the subscribers' options would be lost in the process,
and concealed subscribers would be silently removed from the list. Always
use the GET command when you plan to update the list.
PUT operation rejected, list has not been created.
