NOFILES does not control message "attachements".  There is no way exactly
to prevent this, but the next best thing would be to set  Sizelim= 150 in
your list header.  This prevents LISTSERV from accepting any message
longer than 150 lines, which would keep out large attached files.  You may
need to experiment to find the right size number for your list.
