|If you're not an administrator, you'll have to ask one to do this for you.

The administrator only has to be contacted if the administrator
explicitly issued the SERVE OUT.  Otherwise it was done automagically by
the LISTSERV(R) software in response to too many invalid "commands" and
only requires that some other than the offending userid@node issue the
SERVE command.

I don't know if the PW= is required for non-admin types.
