Because that would allow subscribers to by-pass the editor, which
the editior does not want, and it would mean the editor would have
to deal with items from non-subscribers, which he also does not want.

The editor wants to approve all postings from subscribers, but he wants
all items from non-subscribers to be automatically rejected, doesn't
want to have to deal with them.
