Perhaps, can you exploit the "listserv" software which is currently running
under the ID 'listserv' on some of the 'IEEE.ORG' machines ??
(Namely 'IEEE.ORG' or 'ZEUS.IEEE.ORG' or 'INFO.EEE.ORG'.)
