Right-on John - and I do believe that you are understating the problem.
 
With all of the substandard software and/or badly configured sites now
connecting to the nets, I often lose count of the number of bad items,
either addressed to listserv or to the lists.  If the confirmation was not
required on all public lists at this site, I'd be swamped and would not
be surprised to see an occasional crash due to filled spool space.
