The only "official" standing is that some sites subscribe to its database
to obtain a list of what it considers spammers or spam enablers (e.g. open
relays).

You can look back at that thread for more on ORBS.  I have not checked
the information in the links presented here for recent policy changes, so the
"delivery to non-existent subscriber" qualifier catches me by surprise.  Do I
have that right?  Does that mean that any undeliverable to unknown host 
or user can get you on the list?  Anyway, here is my message in is entirety

The address to verify if your mailserver IP address is in the ORBS database is::

I checked my own server IP address there.  I also used the 18.69.0.28 address given below.  In checking out ORBS (Open Relay Behaviour-modification System), I also found additional anti-spam databasses at:
MAPS (Mail Abuse Prevention System LLC) RBL (Realtime Blackhole List).

Liz, it means exactly what is says.  If you don't know what ORBS is (and
this has been discussed many times) did you go to the referenced web
site?

As for hotmail, its probably in the midst of one of its periodic
meltdowns.
