Maybe two lists, the first list contains subscriptions for all of the
folks who aren't interested in attachments, and the second list are those
brave folks who understand the rewards and risks of attachments.  The
second list would be "subscribed" to the first list (or, maybe a sublist).

Folks who want to send attachments would send to the second
list.  Otherwise, to the first.
