I don't think you  want to use AFD for that purpose. The  AFD list is not
tied to any particular  list and as such if you  delete a subscriber from
your list he doesn't get deleted from the AFD list.
 
DISTRIBUTE  doesn't let  you  pick  the recipients  of  a  list for  mail
delivery, unfortunately. The  rationale is that if you want  to send mail
to a list, you want the message actually sent to the list so that all the
access control  verifications are  made and  the message  ends up  in the
notebook. The  list may  not be  open for  public review,  it may  have a
moderator, etc.
