I don't know if I am in a twilight zone but I use Netscape Mail Window
to  take care of BLUES-L, I just process 1000*s* of error messages and
sent 100*s* of LISTSERV commands, from queries to header update...
Neverr had a single "confirm" command. The mail Window is present in
Netscape from 1.1 and up (I used 2.02 and 3.0 for list commands ...)
 
mailto: URLs "could" format the header differently regarding "mailer"
but then if someone use Window | Mail Ns is a robust basic mailer (no
filtering and no auto-sort by folder ;-(
 
So I guess they already changed LISTSERV 1.8b to only request confirm on
"mailto:" generated mail...
