Though not a precise answer to the "new features" question, previous
LISTSERV Release Notes, besides being stored in the notebook archives
of lstown-l and lstsrv-l, are separately maintained on the LINFO
filelist at SEARN.  They are GET and AFD -able (wildcard too).
 
This is how my subscription looks:
 
SEARN: * List of files in your AFD-list:
SEARN: *
SEARN: * Filename Filetype Filelist  Prolog-text
SEARN: * -------- -------- --------  -----------
SEARN: * V*       RELNOTES LINFO
 
The Release Notes contain basic AND advanced info.
