Sizelim is applied to the incoming message.  It does include all the usual mail
header lines.  The top/bottom banner lines are added to the outbound msg, so are
not included in the sizelim count.

Because the number of msg header lines is variable it is not wise to be too
close to an exact count limit.  Some experimentation is necessary.
