This processing is for mail headers only. LISTSERV reformats mail headers
to the canonical  'name <address>' form, and applies  RFC822 syntax rules
as appropriate.  LISTSERV does not  reformat the addresses in  the REVIEW
output. These addresses do not need to comply with RFC822 as they are not
in mail headers.
