Of the several hundred lists we support only one, IHCMD-L2, appears
to be both active and using the "Yearly" frequency on the Notebook
statement, and is the only list that has been reported to exhibit the
following problems:  The lists log files appear to be complete, but
the response to the "index" command doesn't show IHCMD-L2.LOG00.

The corresponding WWW index exists and can be used correctly with
WA.exe if one gets the URL right, perhaps by selecting "1999" and then
overstriking the "99" in the URL with "00".  According to the date,
the lists html file in www-archives is getting rebuilt nightly, but
lacks a reference to ihcmd-l2.ind00.  Any ideas or work-arounds?
