Yes.  All of the Lsoft sites are running 1.8c and have been for about 2
months.

Not officially released yet, because 1.8c is also not officially
released.  The 1.8b manual is correct on most things.  Be more specific
about what you want to know.  It's easier to explain the few differences.
It is not worth having the 1.8c manual now because it isn't 100%
complete.
