One person's opinion follows....
 
There are lots of name conflicts out there.  Some are obviously local lists
that aren't meant to be globally known but are misconfigured.  (Anyone want
to guess how many TEST-L lists there are that *are* properly limited in
scope?) Others are redistributions of well known lists that probably are
obsolete due to changes in the way LISTSERV manages traffic in, say, the
last six to eight years but haven't gone away for one reason or another.
 
It would be nice if local redistributions and local lists were properly
configured, and it would be nice if owners of new global lists (such as
this situation with AFRICA-*) checked for uniqueness and tried to maintain
distinctness.  However, Eric's never made any inclination of trying to
ensure uniqueness, and he's the one who can make it possible if he so
chooses.
