The answer was to set Send= Private (along with Review in the default options)

What was not clear in the documentation was if the Moderator= keyword would
function for multiple moderators if you set Send= Private.  The Editor= and
Moderator= descriptions are all tied to the Send= Editor style parameters.
Multiple moderators does work.

As an FYI for Douglas, the reason it was desirable to block out non-subscriber
posts was the list in question was it was starting to receive a lot of spam and
non-subscribed people attempting to solicite the 1700 member list in an agenda
to start their own organizational offshoots (without having to spend the time
being subscribed to the list in question).  Since that was an irritant, the
list owner wanted to increase the "hassle factor" for those people involved.

And yes, the moderation is a chore :)
