Updated your list definition keywords:

Send= PRIVATE
Default-Options= REVIEW
Editor= rfc822_addy
Moderator= rfc822_addy

Then issue the following one-time command

SET listname REVIEW FOR *@*

If you do not want your own list-owner userid in REVIEW mode, then reverse that

SET listname NOREVIEW
