There are some commercial ISPs such as AOL.COM that already
run the "real" LISTSERV.  Maybe that doesn't help you (yet)
since your are on CI$.
 
If you could better define (not for me) what 'cyber-accountability'
is, maybe you could find a list that would be a close match for
an (existing) discussion group by searching the various list-indexing
services
 
Or you might find a university somewhere concerned with net-
ethics that would be willing to host a new list.
 
Hard to tell.
