How about a new header, something like "PrivateHeaders"

It takes no parameters, and all the keywords located after it in the
list header are NEVER exported. Since the order of keywords in the
list header is random, you can put all of the headers you want to be
seen before the line

*  PrivateHeaders

And put the ones you want to keep secret after this line. The only place
the code needs to be modified is where the headers are exported, and
the modification should be simply to quit exporting when this header
is seen.
