How about a second list that has a WELCOME file to speaks to the reason ?  The owner could then ADD the rejected subscription to thhis second list (template updates would be re.QQuired).  Of course no real list traffic would take place on that second list.  It could also serve as a repository aka db to "track" previous requestors.
