I've seen this behaviour, but I am not confused.  As a matter of fact, it
is helpful in some circumstances since here it confirms that the old
address is not valid.  Of course a QUIET change can be issued, but that
also inhibits the notification from being sent to the NEW address, where
it would be useful to verify that the new address is correct.
