has anyone had any experience using the header setting
send=public
in version 1.8d?

in 1.8c, i'd lately been using send=public and "semi-moderation"
using filters to block spam. it's a gatewayed list. the semi-moderation
saves more time right now.

since 1.8d, all messages from non-subscribers come to me for approval.

anybody know why?
