You don't specify whether the user was served out by listserv or not.
I assume that is the case.  Just tell listserv to serve the address
given.
 
You might not know if this person if this person is regularly reading
your list or not.  Library of Congress has set up its own redistribution
service for several library lists.  Mail.loc.gov , by the way, is a mailer
that should have been junked long ago, but they have gotten it to work
a little bit better recently.
