In order to have listserv use the MAILTPL file you merely PUTC it
on  Listserv's 191 disk.  In order to allow owners GET and PUT it
you  create a MAILTPL FILEID  and  MAILTPL FILELIST.  The MAILTPL
file just has:
 
1
LISTNAME MAILTPL LISTNAME MAILTPL A1
 
The MAILTPL FILELIST has:
 
*+LISTNAME= Owner(LISTNAME)
  LISTNAME MAILTPL ALL LISTNAME . . . . . LISTNAME MAILTPL File
 
You also add MAILTPL FILELIST to both LISTSERV FILEID and LISTSERV
FILELIST.
 
That's all there is to it. I don't know if the MAILTPL FILEID and
FILELIST are necessary,  but it did allow owners to  both get and
put the MAILTPL file without admins intervention.
