It's a known non-problem.  The list of message subjects is not
a table of contents, it's a table of topics.  When there are
multiple messages in the digest on the same topic you will see
a parenthesized number after the topic entry in the table of topics.
That number is the number of messages about that topic.
 
N.B. I use "topic" is its generic sense, not in the sense of topic
support in LISTSERV.
