The command is called:

Subject-Tag= My_Text_Here

and it is defined in the list header

Go to the L-Soft site and get an MS word copy of the list owners manual and do a search for the command. 
It's somewhere in appendix B. It's easy to use.

Yes.  It can be a list default, or subscriber can control override.
