When your list is set for subscription by owner, you can ask those who want
to join to identify themselves and their expectation for your list.  If they
seem a good match, you can then quite easily put them on the list.  It does
take a little time, but it also gives you more control.  You can automate the
process a little by creating a standard reply asking for the identification
information so you don't have to recreate it every time. I've use this option
for local lists used for classes and it works quite well.
