I disagree with that.   Most lists are password protected.
I have issued netwide deletes and I have not run into this problem.
This may also be affect by the setting of Validate= All commands.
Perhaps someone else can shed more lite on this.

The NAD is normally the :techrep tag.   But can also be
anyone specified on the :admin tag.
