KENTVMS is getting an "access control violation" against the 'GOVDOC-L@PSUVM'
mailing-list.  The list-definition shows:
 
*  Subscription= open
*  Notebook= Yes,X1/305,Weekly,Private
                               ^^^^^^^
 
Thus, only "subscribers" can access the archives!
So, tell the user to 'SUBSCRIBE GOVDOC-L' and then 'SET GOVDOC-L NOMAIL',
and then retry the LDBASE command.
 
P.S. 'STAT-L@MCGILL1' is another "private-archives" list.
