You can do both.

You might want to think about how much information you convey in banners,
though. We had an automatically-updated Web page for some useful
information, and then our sponsoring organization, which controls our host,
stopped supporting the software. For a while, I tried packing a summary of
all that information into the top banner, with the rest of the details in a
bottom banner. (Basically, I've discovered that people do have to notice
what's on top, at least a little bit, but they very often ignore the bottom
unless they're told to look there.)

I have just given up that approach and created another Web page, hand edited
when appropriate. The top banner contains a short summary of the information
on that page and its URL, plus all my regular rotating banner information,
and I've given up on bottom banners because hardly anyone looks any more.
