One solution might be to set all of your lists to

* Subscription= By Owner

in your list header file.  That way, you would have the ability to filter
out anybody you want before they actually subscribe.  If this is what you
do, you will also want to add

* Send= Private

to make sure that only list subscribers can post to the list.
