I'll give one real-life example.  I'm probably going to split my list
into two (based on about 10-1 in favor when I asked) because of two
vastly distinct activities that take place on the one list at present
(discussing game shows, and playing games based on them).  I'm hesitant
to sign people up to a list they hadn't signed up for; however, they'll
be (by default) just getting the same posts, but some bearing different
labels (given that the new list is a "clone" of the old to start with).
[Yes, I know about TOPICS, but that won't do the job nearly as well.]

I will want the nomailers -- most who are on vacation or whatever -- to be
aware of the second list, and to know how to unsub from the new one if they
choose.

Other reasons I can think of to get in touch with nomailers including
renaming a list, major policy changes (becoming moderated or unmoderated),
change of posting address or LISTSERV address, and even list going out
of existence.
