I'm no expert, but if I understand the second question it's entirely
simple: you add a bottom banner which says whatever you want it to
say. The really simple minded way to do it (the way I do it; my
fascination with line-command interfaces faded after CP/M) is to use
the Web interface and edit the template.

I would think one way to accomplish the first would be set set
everybody except the designated senders to NOPOST.
