In the case below, yes.  Your message is not RFC822 compliant in structure and
the remote mail server is (rightly) objecting to this.

simply MAIL FROM:<user@address>

The message must be fully formed per RFC822, which includes the below headers
(all but Subject: are required for all email messages).
