You do.
SET listname REVIEW FOR *@xxx.com
or
QUIET SET listname REVIEW FOR*@xxx.com

You can also make REVIEW a default setting in your header so new
subscribers are REVIEW until you set them NOREVIEW.  Douglas
p.s. you can sorta do it after the fact with the Filter= for those
already subscribed by adding *@xxx.com to the Filter= keyword in
your header, but that will mean they can recieve only and will get
a "nastygroam" (you are not allowed...) whenever they do anything
at all.
