I have seen this more recently from a few remote sites where they are using some
kind of relaying or forwarding setup (incorrectly) in Exchange.  It is
definitely a breakage/misconfiguration on the user/recipient end.  

If this list is a one-way list, it must be set to Send= Editor,Hold,Confirm (and
the list editor/approver person must be careful NOT to approve the message) to
protect against such mail loops.  Of course you should also find the errant
subscriber and set them to NOMAIL or delete them altogether.  Chances are
excellent they are not receiving the mail anyway.
