Netscape's built-in mailer pgm can be used by anyone to post mail to a
LISTSERV(tm) maillist.  It can also be used to send either user commands
or list owner commands to the list, BUT if you do, LISTSERV detects that
you are using a browser mailer and will make you do an 'OK' confirm of
any and all command msgs, regardless if you are the owner and regardless
if you include a PW=your_password.  Essentially, it forces the list to
act like you have the keyword Validate= Yes, Confirm  if you use Netscape
mailer.  I have not tested this with Internet Explorer or other browsers,
but I presume they act the same way.
 
It can be used, but it is decidedly inconvenient if you issue many
commands.  This has been confirmed by Eric (who should know!) and is not
related to or controlled by any settings in the list header.  Presumably
it is an anti-spam mechanism of some kind.
 
The solution is to use another mailer pgm.  There are several available
for free and others for low cost.  PC-Pine, Eudora-lite, Free Agent,
Pegasus, Juno, etc are all free and work with PPP dialup connections.
