First, what password are you using?  List password?  That only works
for the actual address list in Owner=  in your header, as I recall.
I use a personal address (just look at the refcard for syntax).
 
Next, what are you using to create/edit the file?  If you're using a
"word processor" progam be sure you are doing it in straight, pure
ASCII lower order, no formatting.  The formatting which you probably
can't see, will sometimes cause the "improper password" error.  You can
get past it by doing an LSVPUT but you may not be able to do that.
Check your file for formatting code.

Just add to your header:
* Filter= Also,userid1@node1,*@node2,userid3@*
etc.
