When changing the header to "single" RENEW are all sub'ed users asked to
confirm ? I would suppose so.
 
What about 3-Monthly ? If a user subscribed yesterday and there was no
RENEWAL , would this user be ask to confirm ? Or would LISTSERV wait for
the 3 month anniversary of each subcription starting on the date of the
change ? i.e. each user asked at his/her anniversary and then afterwards
quarterly ?
