I must be easily confused. Are the following two scenarios functionally
equivalent? Especially wrt off-list posters and newly-subscribed posters?

Send=Editor, Hold
Editor=list-editor, (listname)

And

Send= Private
Editor= list-editor
Default-options= Review

Set noreview for *@* issued when the above options are set
As a new subscriber becomes trusted a set noreview is issued

You might want to use Send= Editor,Hold. This way people who are
members of the list do not need to confirm their posts, but messages sent
from off-list will go to you for approval. Them template that replies to
messages posted to the list by non-list members is POST_EDITOR. To
use this method, members of the list need to be set as EDITOR (quiet set
listname editor for *@*) and editor privaleges can be removed from
individuals if needed to review their posts. The SET EDITOR command is
entirely different than individuals listed as editor in the header. See the
following in the list owners manual:

6.6. Message Approval with Send= Editor,Hold
