The only way that I can think of is to setup a new list for those folks,
let's call it NOTIFY.

Thus, the ORIGINAL list owners:

* OWNER= rfc822a,rfc822b,NOTIFY@host

--

new NOTIFY list would have as

* OWNER= rfc822a,rfc822b

subscribers:

add'l people to be notified when mailto:ORIGINAL-request@host is posted
