Can't you use the standard "// EOJ" trick?  In other words:
  PUT filename filetype filelist whatever options
  // EOJ
 
I've never tried this, but it seems like it ought to work...  Or, at the
very least, you should be able to construct a minimal CJLI job:
  // JOB
  PUT filename filetype filelist whatever options
  // EOJ
 
That would HAVE to work...
