It also depends on the sender's mail client adding the appropriate
header/command to the original message when composed, before the message was
sent to LISTSERV in the first place.  LISTSERV will not remove this header if
it is there (and you use the default FULLHDR for all recipients), but LISTSERV
also will not add the header to messages which don't already have it.  In
general, this can only be expected to work when all users (senders and
recipients) are using the same version of the same mail client and all have
the same settings.
