Other than the obsolete value of VALIDATE, I believe your
modified list-headers will do exactly what you want
for "semi-moderation."
 
Unfortunately, you did not exactly explain about what you want
to accomplish with the uni-directional gateway i.e., in
which direction? NETNEWS-type gateways to PRIVATE (and
presumably SEMI-MODERATED) lists pass thru the list
from all NETNEWS posters unless the NETNEWS group
(bit.listserv.apar-l) were setup as MODERATED as well.
