A great idea, but unfortunately it is not helpful here.  If you are using a
BOTTOM_BANNER template for your list, the sequence of events in the
processing of that message for list distribution causes the BOTTOM_BANNER to
be added before the message is checked by the CONTENT_FILTER.  Thus any/all
messages will always have the bottom banner there, and if you filter for
that, all messages will be rejected or discarded (depending on your action
choice).  If there was a convenient way to check for multiple occurances of
the BOTTOM_BANNER then this could be used.  At the moment the CONTENT_FILTER
is pretty simplistic and not abel to handle this.
