Can anyone help with the following problem?

I have the following lists:

users
directors
deans
administrators

I would like for everyone who is subscribed to the users list to be
able to send to the other 3 lists without being subscribed to it
directly (they should not receive messages that are sent to the lists).
These are the only people that I want to be able to send to these lists
other than the subscribers to each list.
