It sounds like some sort of EXIT is required.  LISTSERV(R) itself does not provide your requested functionality.  You also have to make sure they don't do

SET listname NOMAIL

too.

Of course I don't know how you are going to prevent them from filtering/trashing them or require them to read it.

I'm not sure how effective LISTSERV is in notifying people who *are* having mail delivery problems, by using the same mail delivery system.
